    • EU member states and the parliament have come to an agreement for an “EU digital Covid certificate” that enables travel across all 27 countries. The digital or paper pass will be free and include vaccination, tests and recovery from Covid and should be in place by the end of June, in time for the main holiday season. A key condition is that PCR tests be affordable and accessible.
    • An updated safe list for travel from non-EU countries is expected to be agreed later today – and EU ministers are set to decide whether the UK is on it.
    • Hungary’s prime minister, Viktor Orban, has declared most Covid restrictions can be lifted, including the overnight curfew and the wearing of masks in public places. In his weekly radio interview he’s also said events can be held outdoors with up to 500 people.
    • Portugal is to maintain a lockdown in four mainland towns in place since mid-January. Another 10 areas are on a watchlist because of relatively high infection rates – they include four on the Algarve such as Albufeira where thousands of holidaymakers have been heading in recent days, many from the UK. Portugal’s 14-day incidence rate of about 50 per 100,000 is still relatively very low.
    • The Eurovision Song Contest has suffered a few Covid scares in the past week but it’s now one day away and the final line-up is known after last night’s semi-final success for another 10 countries including Iceland. Iceland had to pull out of the live show and use an earlier recording after one of the group tested positive for Covid. Poland also had a Covid scare but didn’t qualify.
    • One of the world biggest tourist attractions, the Eiffel Tower in Paris, is to reopen on 16 July after months of closure. The number of visitors will be limited to 10,000 a day, under half of normal levels.

    • A decision in Brussels to add the UK to an EU “white list” of countries from where tourists will be welcome this summer is to be delayed, it is understood, due to concerns over the Covid variant first identified in India.
    • EU diplomats were expected to use a new lower threshold of infection cases to extend the list of countries at a meeting on Friday but sources said the decision will be put back by two weeks.
    • Spain, though, says it will allow travellers from the UK and Japan into the country without a negative PCR test for Covid-19 from 24 May.
    • Official tolls showing the number of deaths directly or indirectly attributed to Covid-19 are probably a “significant undercount”, the World Health Organization said this morning.
    • In its annual World Health Statistics report, it estimated that total deaths from the Covid-19 pandemic in 2020 were at least 3 million last year or 1.2 million more than officially reported.
    • Half of the clinically extremely vulnerable (CEV) people in England continued to shield despite government advice that they no longer needed to, latest figures show.
    • A large secondary school in Bedford has been forced to close its doors to pupils from next week because of the rapid spread of Covid-19 in the town.
    • The government in Scotland is expected to announce later today whether there will be any changes to the current restrictions and what it will mean for East Renfrewshire and Glasgow, and also Moray which is the only other area currently in level 3.
    • Ireland will adopt a Covid-19 certificate to help citizens travel more freely across the European Union “as early as possible” and not necessarily by late July as previously flagged, a senior minister has said.
    • Hungary will lift most remaining Covid-19 curbs, including a night-time curfew, as soon as the number of those vaccinated reaches 5 million this weekend, prime minister Viktor Orbán has said.
    • The GAVI Vaccine Alliance has signed an advanced purchase agreement with Johnson & Johnson for 200m doses for the Covax vaccine-sharing programme.
    • Argentina’s government on Thursday announced a strict lockdown for the first time this year after more than 35,000 coronavirus infections were reported for the third straight day in Argentina and the death toll skyrocketed.
    • Taiwan’s health minister, Chen Shih-Chung, has urged residents to stay inside their homes this weekend, after a further 312 domestic cases of Covid-19 were reported.
    • Japan has approved two more coronavirus vaccines, raising hopes that the country can speed up its inoculation drive with only about 4% of its 126 million people having received at least one dose.
    • Facebook has removed more than 110,000 pieces of Covid-related misinformation generated by Australian accounts in the first year of the pandemic, the company has revealed.
    • Dozens of Spanish nationals who have been stuck in Nepal since the Himalayan nation went into a coronavirus lockdown last month were flown out of the country today on a chartered repatriation flight.

    Indian variant latest: Covid surge testing ‘to be extended to five London boroughs’
    There is concern at the increasing number of cases, but it is not thought the spread is getting out of control

    Surge testing for the Indian variant of covidis set to be extended across five west London boroughs, the Evening Standard has been told.
    Health Secretary Matt Hancock announced at the Downing Street briefing on Wednesday evening that the testing – and an increase in vaccinations – was being introduced in Hounslow as well as Bedford, Burnley, Leicester, Kirklees and North Tyneside.
    Today it emerged the testing is due to be expanded to the neighbouring boroughs of Hillingdon, Ealing, Brent and Harrow.
    Figures today revealed that the number of cases of the variant, known as B1.617.2, have increased in the capital from 400 to 720.
    On Thursday, Public Health England put Hounslow in sixth place on its national covid “watch list”.
    Mayor Sadiq Khan told the Standard today that additional surge testing was due to be deployed across all five boroughs.
    He said: “There are north-west [London] boroughs where there appears to be high numbers of people with the variant first discovered in India.
    “Hounslow, the Government already announced, has got additional support – mass surge testing is taking place.
    “The other boroughs where there are larger numbers of this strain are Hillingdon, Harrow, Brent and Ealing.

    Spain to lift restrictions for UK travellers

    Spain has said it is officially lifting restrictions for UK travellers from Monday.
    The government says the UK and Japan are to be included on a list of countries whose residents are not affected by restrictions on non-essential travel to the EU. They will also not need a PCR test.
    The EU is expected to announce shortly an expanded "white list" of countries whose citizens can enter the EU freely.
    Only seven, with very low Covid infection rates, are on the list now.
    However, Spain remains on the amber list of destinations that people from all parts of UK are being told not to holiday in at present.

    Minister: Public can be trusted on holidays

    The government says people living in England should only travel to destinations on its amber list - such as France, Spain and Greece - in "exceptional circumstances".
    There were initially some mixed messages from ministers, but speaking on ITV's Good Morning Britain, Justice Secretary Robert Buckland says "green is go" but "amber is a no" in terms of holidays.
    He adds "a lot of" the public could be trusted to "do the right thing" by following the rules and quarantining at home after visiting a country on the amber list.
    But asked whether the government has the resources to check up on people returning from amber-list countries Buckland says: "The police are working hard on it, we've got extra people employed to literally knock doors as well to make sure that self-isolation is being adhered to."
    The Spanish government has this morning said it will lift restrictions for travellers from the UK on Monday - but Spain remains on the UK government's amber list.

    'Yorkshire variant' being investigated

    Health officials are investigating a new Covid variant that has caused 49 cases of infection, mostly in Yorkshire and the Humber region.
    The variant has been monitored by Public Health England (PHE) since April, and PHE says there is "currently no evidence that this variant causes more severe disease or renders the vaccines currently deployed any less effective".
    Additional testing and tracing is being carried out in the region.
    The variant is one of a number "based on an unusual mutation profile", PHE said in an online update issued on Thursday.
    PHE says it will provide more information on the variant in a report later today.

    'No return' to full lockdown in NI

    Northern Ireland has likely seen the end of the most stringent coronavirus restrictions, Finance Minister Conor Murphy says.
    Speaking on BBC Northern Ireland's Good Morning Ulster programme, Murphy says he "sincerely believes" there will not be a return to full lockdowns.
    Yesterday, the executive agreed to ease some restrictions, allowing hospitality to operate indoors, and hotels and B&Bs to reopen from Monday.
    Murphy says: "Even in the modelling we have seen, in the worst case scenario the health service can continue to cope, albeit it needs ongoing support."
    However, he adds restrictions and mitigation measures will stay in place for some time as "we know there are other variants out in the world, we know they are having an impact in other places".

    EU white list decision delayed

    EU ambassadors have decided to delay making a decision on which countries will be added to the bloc's "white list" of nations with low infection rates, the BBC has been told.
    Countries emerging from months of lockdown are desperate to revive their hospitality industries.
    And officials have been recommending restrictions on travel into the EU be relaxed for all residents from countries on the white list - as well as those who are fully vaccinated.
    Only seven countries, with very low Covid infection rates, are currently included.
    A decision on expanding the list has now been postponed for two weeks.
    It comes after it was reported some EU member states had raised concerns about the spread of the Covid variant first found in India.
    Meanwhile, as we previously reported, Spain has become the latest EU nation to have made a unilateral decision on access for tourism, allowing residents from the UK and Japan to travel there.

    Woman turned away from airport hopeful for Spain travel

    As we told you earlier, Spain says it will allow UK visitors from Monday. It is still on the UK's amber list for travel though, meaning people should not go there for a holiday and will have to quarantine on their return.
    Lis Nixon, from Oxfordshire, was intending to travel there yesterday to help her family - but got turned away at London Heathrow.
    Her pregnant daughter-in-law is unwell and her son needs to work, meaning they need help caring for Lis's young grandson.
    Lis filled in the relevant forms to travel, stating there was a family emergency, and spent £400 on Covid tests. She booked her flight with Iberia and checked in online - only to be turned away at Heathrow Airport.
    She said she was told she needed authorisation from the Spanish consulate. Lis was trying to sort an appointment yesterday but now hopes she can travel next week.
    "I'm so confused now - you honestly have to have a PhD to understand all of this," she says.
    "If I understand correctly, you can now travel without an essential reason - even though I had one - although the UK is saying not to travel to amber countries."
    She says she will be double checking all the protocols today before making arrangements for travel - as it is still "hard to believe", given the experience she had at the airport on Thursday. She was there for six hours from 07:30 BST.
    "My next step will be to book a flight for Monday," Lis tells us this morning. "They're sorted with care for the weekend now. At least if I can get there next week I can help out."
    Lis says she wanted to share her experience as she "wouldn't want other people to have the day I had".

    Potential rise in England infections

    There are early signs of a “potential increase” in Covid infections in England, the Office for National Statistics says.
    The ONS says the prevalence of infections has risen after dropping for five straight weeks, although rates remain low.
    An estimated 1 in 1,110 people were infected in England in the week ending 15 May, compared with 1 in 1,340 in the previous week.
    The ONS says the trends are roughly stable in Wales and Northern Ireland and decreasing in Scotland.
    Looking at the overall figures for the UK, the estimates from the ONS survey suggest that about 54,000 people tested positive in the week to 15 May, up from 47,000 people the previous week.
    This is the equivalent of 0.08% of the population - or one in 1,200 people.

    Breaking News 

    Moray to see restrictions eased - but not Glasgow

    Scotland's First Minister Nicola Sturgeon says Moray Council will see restrictions eased as it moves from level 3 to level 2 - like most of the rest of Scotland.
    This will take effect from midnight tonight.
    Glasgow, however, stays in level 3.

    East Renfrewshire to stay in level 2 despite case rates

    East Renfrewshire Council will stay at level 2 despite its “steep rise” in the number of Covid cases.
    Sturgeon says, on the face of it, East Renfrewshire has higher rates than Glasgow but the total number of cases is considerably smaller.
    East Renfrewshire is a much smaller area and strong, targeted public health measures have more chance of success, she says.
    Glasgow City Council will remain in level 3 for at least a further week.
    She says cases are still rising and it is being driven by the Indian variant.

    'Don't go to England hotspots', says Sturgeon

    The first minister says people from Scotland should not travel to English Covid hotspots Bedford, Bolton, Blackburn and Darwen.
    She says despite hospitalisations remaining low there are "no grounds for complacency".
    She says it is likely the R - or reproduction - number is now edging over one in Scotland and it is important to remain cautious.

    Sturgeon says cases rising across Scotland

    At the start of First Minister Nicola Sturgeon's briefing she confirmed 414 people tested positive for Covid-19 on Thursday, which amounts to 1.9% of all tests.
    She says its takes the total number of confirmed cases in Scotland to 231,282.
    Of the new cases, 212 were in NHS Greater Glasgow & Clyde, 62 in NHS Lanarkshire and 48 in NHS Lothian.
    Sturgeon also says 81 patients are in hospital with a confirmed case (down two) and four people are being treated in intensive care (down one).
    No deaths have been reported in the past 24 hours which means the total under the daily measurement remains at 7,664.

    Not turned the corner yet in Glasgow - Sturgeon

    With Glasgow to be the only area of Scotland in level 3, Sturgeon says "extensive public health measures" have been deployed across the city - especially in the G41 and G42 postcode areas - including enhanced testing and vaccinations.
    But she says despite all these efforts, cases are "still rising" in the city.
    The rate has risen from 71 new cases per 100,000 last week to 112.
    The first minister adds she is "fairly certain" the spike is being driven by the Indian variant.
    "In summary we don't think we have turned the corner in Glasgow yet," she says.

    'Up to airports' to separate red-list travellers - Number 10

    It is up to airports in the UK to ensure people returning from red-list countries are separated from other travellers, Downing Street says.
    It comes after reports of passengers from red-list destinations being too close to others in UK border queues.
    A spokesman for Number 10 says: "We've asked airports to make sure there are mitigations in place to make sure people can socially distance and, where possible, to allow people from red list countries not to have to intermingle with those who have returned from amber or green-list countries.
    "But it is a matter for the airports to ensure provisions are in place."

    Hibs and St Johnstone fans urged to watch cup final at home

    Nicola Sturgeon is urging fans of the two teams set to meet in tomorrow's Scottish Cup final - Hibernian and St Johnstone - to avoid gathering in groups to watch the game.
    Speaking at her briefing earlier, she appeals to the winning team to be sensible and reminds them people should not be congregating in large groups.
    She says: "Enjoy the game, celebrate if your team wins, but for your own sake and the sake of everyone else, do it safely."
    The game - at Hampden Park - will be played at an empty stadium due to Glasgow remaining in level three.

    Indian variant: 'High potential' for community spread in Wales

    There is "very high potential" for the Indian Covid variant of concern to "establish community transmission" in Wales, a top health official has said.
    Dr Giri Shankar, from Public Health Wales, said there was evidence of infections unrelated to travel.
    But PHW has said most cases are still related to travel or to close contacts of people who have been abroad.
    If community infections became severe, putting pressure on the NHS, lockdown easing would be reconsidered, he said.
    Wales currently has a low number of cases of the variant of concern, with a total of 28 reported on Thursday.

    Wider surge testing for five west London boroughs

    Wider surge testing has been rolled out in five west London boroughs due to a surge in coronavirus cases linked to the Indian variant.
    Testing in Ealing, Hillingdon, Brent, Harrow and Hounslow will begin on Monday, the BBC has been told. It was already taking place in Hillingdon and Hounslow.
    The testing will target secondary schools in the five boroughs, with PCR tests also offered to anyone else in the area who does not have any symptoms.
    Cases of the new variant in west London have increased from 400 to 720.

    Olympics will go ahead 'even if Tokyo still in state of emergency'

    The Olympic Games will go ahead even if Tokyo remains in a state of emergency due to the pandemic, a senior member of the International Olympic Committee says.
    Tokyo is one of nine prefectures of Japan to be under emergency measures, which will stay in place until at least 31 May.
    John Coates, the chair of the IOC's coordination commission, says this will not affect the Games - even if the capital is still under the measures by the time they open on 23 July.
    "We've successfully seen five sports hold their test events during the state of emergency," he says.
    "All of the plans that we have in place to protect the safety and security of athletes and the people of Japan are based around the worst possible circumstances, so the answer (to whether a Games could take place during a state of emergency) is absolutely yes."
    The Japanese government has called on Games organisers to further reduce the number of overseas visitors, insisting that only those essential to the operation of the event come into the country.
    Overseas spectators have already been barred, and a decision on how many - if any - Japanese fans can attend will be taken next month.

    Heathrow Terminal 3 to be dedicated red-list arrivals hub

    Heathrow's Terminal 5 has signs on seats to enforce social distancing

    Heathrow Airport says it will open a dedicated arrivals facility for passengers from red-list countries in Terminal 3 from 1 June.
    The terminal has been closed for the past year, but from that date it will be exclusively used for direct flights from countries deemed to have the highest risk of Covid infection. Passengers on those flights, who have to be British nationals or residents, will have to quarantine in dedicated hotels.
    Both the government and Heathrow have come under fire in recent days over reports travellers from red list areas were forced to mix with other passengers in immigration halls, where passengers could be waiting for several hours at times.
    Heathrow says opening the facility will be logistically very challenging, adding that "our hope is that it will enable Border Force to carry out its duties more efficiently as passenger volumes increase in line with the green list".

    Breaking News 

    UK reports 2,829 more cases

    There have been a further 2,829 cases of Covid in the UK, the latest government figures show.
    Another nine deaths within 28 days of a positive test have also been announced.
    Last Friday there were 2,193 cases and 17 deaths.

    Surge testing in North Tyneside begins tomorrow

    People aged over 16 who live in North Tyneside will be able get tested for Covid from Saturday as part of a programme to try and stop the spread of the Indian variant.
    Increased testing - or surge testing as it's known - will be carried out at units in North Shields and Wallsend for residents who aren't showing symptoms, including those who've had their vaccine.
    It follows a rise in cases of the so-called Indian variant.
    Covid-19 cases in the borough have risen from 22 to 53 per 100,000 people in the last week and North Tyneside Council believes the 19 confirmed cases of the variant in the region will increase.
    Public Health Director Wendy Burke said: "We will be offering additional testing to identify any further cases of Covid-19 and in particular the variant, so that we can support people to self-isolate and identify their contacts.
    "In addition, we will also be making available better accessibility to the vaccination programme and we will be doing more work to try to get those who haven't yet accessed their first dose of vaccine to come forward.
    "What we're trying to do is identify over-50s and those in the 'at risk' category who haven't yet had a first dose."

    Guernsey-UK travel set to return from 1 July

    Guernsey has announced it will return to normal travel with the UK, Jersey, Isle of Man and Republic of Ireland from 1 July.
    For arrivals coming from within those four Common Travel Area destinations. there will be no testing or self-isolation requirement, the States of Guernsey says.
    It comes as part of a transition to a traffic light system of travel, which is largely based on the UK system of categorising countries according to their infection rates.
    However, the States emphasised they are continuing to monitor the global coronavirus situation and might amend the timing of introducing the relaxed system.

    Heading out this weekend? Here are the new rules

    It's the first weekend this year that people in England, Wales and Scotland have the chance to socialise indoors, with restrictions having eased on Monday.
    But what are the new rules? Well, it depends which country you are in.

    In England, rules include:

    • Pubs, bars, cafes and restaurants are allowed to serve customers indoors
    • Groups of up to six - or two households of any size - are allowed inside
    • Groups seated outside may have up to 30 people
    • Landlords are expected to make sure all customers over 16
    • check in with NHS track and trace, or provide contact details
    • People still need to order, eat and drink while seated, where alcohol is served
    • When not seated - for example being shown to a table, or going to the toilet - customers must wear face coverings
    • Social distancing between groups is encouraged
    • Capacity is restricted to what is possible with social distancing and table service.

    And in Scotland, for those in level two or level one areas - which is everywhere other than Glasgow:

    • Venues can open until 22:30 indoors, serving food and alcohol in line with local licensing laws
    • Customers need to book two-hour slots
    • Groups of up to six people from three households are allowed to meet indoors
    • Up to eight people from eight separate households are able to meet outdoors.

    While in Wales:

    • Six people from six households can meet. Children under 11 or working carers aren't counted
    • Licensed premises can offer table service only, with measures to support physical distancing
    • Customers are encouraged to pre-book and must provide contact details.
