Russian invasion of Ukraine: Day 649 Empty Russian invasion of Ukraine: Day 649

Post by Kitkat Mon 04 Dec 2023, 11:17

    Summary for Monday, 4th December 2023 - DAY 649

Key developments over the past 24 hours:

    • Ukraine has launched an inquiry into what it said was an “execution” by Russian forces of two unarmed Ukrainian soldiers who were surrendering. Video appeared to show the Ukrainian soldiers’ last moments as they emerged from their trench near the town of Avdiivka. One raised his arms in the air before they were both shot at close range. Russia’s military command began a major offensive against Avdiivka in October, and has been trying for nearly two months to encircle the town. There has so far been no breakthrough, despite huge losses of infantry and armoured vehicles.

    • Belarusian president, Alexander Lukashenko, hailed his country’s “reliable” friendship with China on Monday as he held talks with counterpart Xi Jinping on his second trip to Beijing this year. Lukashenko, a staunch ally of Moscow, arrived in China on Sunday for a visit expected to last at least two days. He and Xi will discuss issues including “trade, the economy, investment and international cooperation”, his office said on Sunday. Lukashenko last came to China in February, a trip that drew scrutiny given Moscow’s invasion of Ukraine. “Belarus is, was and will be a reliable partner for China,” Lukashenko told Xi on Monday, according to a readout of the talks from the office of the Belarusian presidency.

    • President Volodymyr Zelenskiy reported “intense battles” at dozens of frontline locations, with the most severe in the eastern towns of Maryinka, Avdiivka and Bakhmut, but also reported heavy fighting in Kharkiv region and in the south. “Brutal” shelling rained down on “buildings, streets, our hospitals” in Kherson, he said, and offered condolences to families of those killed, noting Kherson region alone had suffered 20 shelling incidents in one day.

    • Russia launched 23 drones and a cruise missile against Ukraine overnight, Ukraine’s air force said on Monday, adding that its air defence systems destroyed 18 of the drones and the missile before they reached their targets.
Anti-aircraft defences were deployed in at least nine regions of Ukraine, the air force said on the Telegram messaging app.

    • Ukraine said at least three people were killed and four injured in the latest Russian shelling. In Donetsk region, the prosecutor general’s office said a 69-year-old woman was killed on the spot and a 70-year-old woman suffered gunshot wounds in the town of Kostyantynivka. In Kherson region, shelling in the village of Sadove killed a 78-year-old man in a private garage, the local military administration said, adding, “He died on the spot from the explosive injury.” Kherson region officials said on Sunday their air defences downed 10 Russian drones.

    • The British foreign secretary, David Cameron, will travel to Washington DC on Wednesday, in his first visit to the US since taking up the position last month. Cameron will meet the US secretary of state, Antony Blinken, among other officials, and will take part in discussions focusing on supporting Ukraine in its fight against Russian aggression, a UK Foreign Office statement said.

    • Ukraine and Poland will open an additional border crossing for empty trucks on Monday in order to open up a much-needed route for Kyiv, with some crossings blocked by weeks of protests by Polish drivers, Ukrainian authorities said on Sunday.

    • Russia launched 12 drones and a cruise missile at Ukraine, Ukraine’s air force said on Sunday, with air defence systems destroying 10 drones before they reached their targets.

Russian forces make headway in several spots near Avdiivka – ISW

    Ivashkiv Olena - Ukrainska Pravda
Russian invasion of Ukraine: Day 649 6143210-avdiivkaisw690
    MAP: ISW

The Russian army carried out offensive operations near the town of Avdiivka on 3 December and made confirmed advances.

Source: Institute for the Study of War (ISW)

Details: Footage released on 28 November and geolocated on 2 December revealed that Russian troops had advanced west of the railway north of the village of Stepove (3 km northwest of Avdiivka).

Further geolocated footage released on 2 December suggests that Russian forces have advanced southwest of the settlement of Pervomaiske (10 km southwest of Avdiivka).

Russian military bloggers (milbloggers) claimed on 2 and 3 December that the Russian army had made headway south and southeast of Stepove, with some claiming that Russian soldiers had advanced 300 metres near the settlement.
They also claimed on 2 and 3 December that the Russians had advanced south of the village of Novokalynove (13 km north-east of Avdiivka) and west of the settlement of Krasnohorivka (5 km north-west of Avdiivka) on the northern flank of Avdiivka, as well as on the southern flank near the settlement of Pervomaiske and Sieverne (6 km west of Avdiivka).

The Ukrainian General Staff reported that Russian forces had launched unsuccessful attacks east of Novobakhmutivka (9 km northwest of Avdiivka) and Novokalynove; south of the village of Tonenke (5 km west of Avdiivka); and near the settlements of Stepove, Avdiivka, Sieverne, and Pervomaiske.
Russian sources claimed on 3 December that Russian troops also launched attacks on the northern flank from the settlement of Kamianka (5 km northeast of Avdiivka) and on the southern flank near the industrial area southwest of Avdiivka.

A Russian milblogger claimed on 2 December that Russian troops were performing reconnaissance and were regrouping to resume assault operations near an industrial area southeast of Avdiivka.

Vitalii Barabash, Head of the Avdiivka Military Administration, stated on 3 December that in the third wave of the assault on Avdiivka, the Russians opened two additional directions of attack on the industrial area southeast of Avdiivka and from the settlement of Spartak (4 km south of Avdiivka) to distract Ukrainian forces. Barabash also noted that Russian troops were awaiting better weather conditions to re-engage heavy vehicles in the assault.
Russian invasion of Ukraine: Day 649 76047c2-avdiivka-and-donetsk-city-battle-map-draft690

To quote the ISW’s key takeaways on 3 December:

    • Russian President Vladimir Putin’s 1 December decree is likely a formal recognition of the Russian military’s current end strength and not an order to immediately increase the number of Russian military personnel.

    • Ukrainian air defence coverage along the front line is reportedly incentivising Russian forces to rely more heavily on remote strikes with glide bombs.

    • Ukrainian officials appealed to international organisations to investigate video footage published on 2 December showing Russian forces killing surrendering and reportedly unarmed Ukrainian soldiers.

    • Russian forces launched a series of missile and drone strikes on the night of 2 and 3 December.

    • The Russian government is likely continuing attempts to censor relatives of mobilised Russian military personnel on social media out of concern about their protests’ possible negative effect on Russian President Vladimir Putin’s still unannounced 2024 presidential campaign.

    • A prominent Russian milblogger claimed to have given a "masterclass" to press heads and communications personnel at Russian state-owned defence conglomerate Rostec, likely in support of an effort that allows the Russian government to normalise the war without directly involving the Kremlin.

    • The milblogger’s "masterclass" represents an avenue by which the Kremlin can further benefit from milbloggers and shows how possible financial incentives could temper milbloggers’ criticisms of the Russian leadership.

    • Russian forces conducted offensive operations along the Kupiansk-Svatove-Kreminna line, near Bakhmut, near Avdiivka, west and southwest of Donetsk City, in the Donetsk-Zaporizhzhia Oblast border area, and in western Zaporizhzhia Oblast and advanced near Avdiivka.

    • Russia continues to use the Russian Orthodox Church (ROC) to indoctrinate Russian children into Russian nationalism and set conditions for long-term force generation efforts.

    • Russian occupation officials continue to strengthen the Kremlin-backed United Russia party in occupied Ukraine ahead of the March 2024 Russian presidential elections.

Ukraine’s forces attacked an oil depot in Russia-controlled Luhansk on Sunday night using combat drones

    Reuters reports.
A fire that broke out after the attack was extinguished and there was no information about casualties. The information comes via the Russian news agency RIA Novosti, citing Russian-installed authorities in the Ukrainian region.

Ukraine’s air force said it shot down 18 Russian drones and one missile

Ukraine’s air force has shot down 18 out of 23 Iranian-made Shahed drones and one missile that Russia fired at its territory overnight, according to a report by Agence France Presse. An update on social media by the Ukraine‘s air force said “combat operations” had resulted in 18 attack drones and one X-59 guided missile being destroyed. It also added that a cultural centre and a shop were hit in Kherson.
Local officials have also reported attempted attacks on the western regions of Lviv, Ivano-Frankivsk and Khmelnytskyi, as well as Mykolaiv and Kherson in the south.
Moscow typically fires dozens of drones at Ukraine every week in waves of overnight attacks targeting energy facilities and military sites deep behind the frontlines.  Russia has also reported downing several attempted Ukrainian drone attacks in recent weeks, says AFP, including some launched at the capital, Moscow.

The Hungarian carrier Wizz Air has restarted inbound flights to Chisinau, Moldova, in eastern Europe

Flights to the country had been suspended in March due to tensions linked to Russia’s war with Ukraine.
The budget airline also said it had suspended operations in Israel until early January 2024, reports PA Media.

Processing of empty trucks has begun at the Poland-Ukraine border checkpoint

About 30 cargo vehicles had been processed by 7am (Kyiv time) after registration began at 1am, said the Ukraine’s state border guard service.
The empty trucks departing from Ukraine to Poland were processed at the Uhryniv-Dolhobychuv checkpoint by customs services, in accordance with an agreement between Kyiv and Warsaw announced on Monday, reports the Kyiv Independent. The border guard service said in its statement: “The opening of Uhryniv is the first item on the list of measures implemented to unblock the border, reduce lines, and increase the capacity of the Ukrainian-Polish border.”

First empty cargo trucks cross border from Ukraine to Poland

In the first steps towards a de-escalation of a border blockade that has crippled Ukrainian trade, empty cargo trucks have crossed the border between Ukraine and Poland.
Polish lorry drivers have been blocking Ukrainian trucks at major crossing points for the past month, protesting at what they say is unfair competition and demanding the reintroduction of a permit system for goods entering the EU from Ukraine, said AFP. The EU entry permit system was scrapped after Russia’s invasion in February 2022.
The Federation of Employers of Ukraine, a major business association, had estimated that Ukraine faced a loss of “more than 400 million euros” ($44 million) due to the blockade, which has halted traffic on both sides of the border.
The crossing, which previously served only cars and buses, was opened for empty trucks travelling from Ukraine to Poland in the first stage of what Kyiv says is a list of measures agreed between the two sides. Previous talks between Kyiv, Warsaw and the protesting Polish lorry drivers had failed to reach a breakthrough.

Deputy commander of Russia's 14th Army Corps killed in Ukraine, confirms Russian regional governor

Maj Gen Vladimir Zavadsky, the deputy commander of Russia’s 14th Army Corps, has been confirmed killed in Ukraine, said the governor of Russia’s Voronezh region, Alexander Gusev. The update on reports of Zavadsky’s death last week was posted on Gusev’s Telegram channel on Monday. He described the death of the former tank commander as a heavy loss.
Gusev said Zavadsky had died “at a combat post in the special operation zone”, but further details have not been released, said Reuters. According to the investigative news outlet iStories, Zavadsky is the seventh major general whose death had been confirmed by Russia, and the 12th senior officer overall to be reported dead since the start of the war.

Russian Cat Killer 'Eliminated' on Ukraine Frontlines

    Isabel van Brugen - Newsweek

A Russian man who was convicted for torturing and killing his mother's cat has been killed while fighting in Ukraine.

Artem Lavrentyev, a resident of the city of Severodvinsk in Russia's Arkhangelsk region, was sentenced in February 2022 to three-and-a-half years in prison for torturing 14-year-old cat Kuziya over the space of a week with his partner, Anna-Victoria Gromovich. Lavrentyev posted videos of the abuse on social media, Russian news outlet Sever.Realii reported on December 2.

Russia has reportedly been recruiting extensively from prisons for months to assist its war efforts in neighboring Ukraine. The British Ministry of Defense said in May that the Russian military has ramped up its recruitment of prison inmates this year, but the effort has not kept pace with its casualty rate in Ukraine.
News of Lavrentyev's death was first reported by animal-rights advocates, who set up a page on Russian social-media network VKontakte in memory of the cat he killed.
"100% reliable information came through the military registration and enlistment office. Artem Lavrentyev, the flayer, is dead. He killed his mother's cat together with his partner. 3.5 years in prison, deprivation of parental rights," a post on the page published on November 30 read.
"From the colony, he asked to join the [war in Ukraine]. He went missing in the summer and was only found now. In January-February, what was left of him unburied for several months will be brought to his mother in Severodvinsk, in a closed coffin," the page's post added.
Group members posted two images of Lavrentyev, one allegedly taken before he killed Kuziya, and one afterward.
In the fall of 2021, Lavrentyev and his partner Gromovich stole Kuziya from his mother. Russian independent outlet Mediazona reported that Gromovich said she was torturing the cat to spite Lavrentyev's mother.
Lavrentyev's mother said Gromovich sent her threatening messages after killing her cat, and that she feared for her life. Kuziya's body was reportedly returned to Lavrentyev's mother after his death.

Lavrentyev was sentenced to three-and-a-half years in prison, and Gromovich was sentenced to three years and two months.

It isn't clear when Lavrentyev was recruited by Russian authorities to fight in Ukraine. Newsweek has contacted Russia's Defense Ministry via email for comment.

One animal-rights advocate told Sever.Realii that she had received the information abut his death from a "reliable source", without elaborating. "Geographically, he died in Ukraine," the advocate said.
The publication added that a source close to the Lavrentyev family also confirmed he was killed while participating in Russian President Vladimir Putin's war in Ukraine.

Top general killed fighting in Ukraine, Russia admits

    Isabel van Brugen - Newsweek

A high-ranking Russian general has been killed in Ukraine, Alexander Gusev, the governor of Russia's Voronezh region, said on Monday.

Major General Vladimir Zavadsky, deputy commander of Russia's 14th Army Corps, died "at a combat post in the [war in Ukraine]," Gusev said on his Telegram channel, without elaborating.

News of his death had been reported some days earlier by Ukrainian military officer Colonel Anatoly Stefan, on November 28, but hadn't been confirmed by Russian officials. The Kremlin rarely confirms the deaths of its top-ranking officials. The cause wasn't immediately clear, but some Russian Telegram channels said that Zavadsky blown up by a landmine in Ukraine. Newsweek has contacted Russia's Defense Ministry for comment by email.
Russia has lost a number of high-ranking officers and generals in the full-scale invasion of Ukraine. Zavadsky was reportedly the seventh Russian general to be killed in Ukraine, according to the "Mozhem Obyasnit" (We Can Explain) Russian Telegram news channel.
Independent Russian-language news outlet Mediazona previously reported that, by June 2, at least four Russian generals, 58 colonels and 176 lieutenant colonels had been killed since the full-scale invasion of Ukraine was launched in February 2022. That figure included Major General Kanamat Botashev, Major General Vladimir Frolov, Major General Roman Kutuzov and Major General Andrei Sukhovetsky.
In June, the BBC Russian Service and independent Russian news outlet Mediazona both reported that, in the first month of Ukraine's counteroffensive, between June 4 and July 7, one Russian general, two colonels and three lieutenant colonels were killed in action.
"Bereavement. Piercing pain. Deputy Commander of the 14th Army Corps of the Northern Fleet, Major General Vladimir Zavadsky, died at a combat post in the special operation zone," wrote Gusev.
"From a young age, Vladimir Vasilyevich chose the calling of defender of the Fatherland and was faithful to it to the end. Wherever his homeland sent him, he showed an example of fidelity to duty, as evidenced by numerous awards," the governor added.
Gusev described Zavadsky as "a courageous officer, a true general and a worthy person."
"[He] will forever remain in the chronicle of the glory of the Fatherland," the governor said. "I grieve with my soul and heart. I convey my deepest condolences to Vladimir Vasilyevich's family, friends and colleagues."
Zavadsky graduated from the Moscow Combined Arms Command School, 1st Battalion, in 2000. Nine years later, he graduated from the General Military Academy of the Russian Armed Forces.
Zavadsky later served in the Russian military as deputy commander of a training tank regiment, deputy head of a training center, chief of staff of a motorized rifle brigade, commander of a motorized rifle brigade, and commander of a motorized rifle division.
Zavadsky was commander of the Kantemirovskaya Guards Tank Division, stationed in the Moscow region, from August 2018 to June 2021, and was deputy commander of the 14th Army Corps when he was killed.

Russia is opening new fronts in the battle for Avdiivka, say Ukrainian officials

The industrial town in eastern Ukraine has been under constant Russian fire in a bid by Moscow to capture it. Ukrainian officials have accused Russian forces of assaulting Avdiivka, in the eastern Donetsk region from two new directions, reports AFP.
“The current third wave of enemy assaults differs from the previous two in that they have conditionally opened two new directions,” the head of the town, Vitaliy Barabash said. “The launching of new directions proves that the enemy has been given a command to capture the city at any cost.”
In comments to state media, Barabash said these latest events were an attempt to distract Ukrainian defences and close a gap west of the town that would see it entirely encircled. Independent military analysts have said that around 1,300 civilians remain in the town, which was once home to about 30,000 people.

Poland will demand restoring permits for Ukrainian truckers, Morawiecki says

Poland will demand that the European Union restore permits for Ukrainian truckers, Prime Minister Mateusz Morawiecki said today, Reuters reported.
The Polish leader’s comment comes after empty cargo trucks crossed the border between Ukraine and Poland.
Polish truckers have been blocking major crossings for cargo vehicles since early November.
    Morawiecki said:
Quotes sign: We will very strongly and unequivocally demand the restoration of transport permits for Ukrainian drivers.

Russian troops recorded executing two Ukrainian soldiers have been killed

Members of the Russian forces involved in the “execution” of two Ukrainian soldiers who emerged from their trench near the town of Avdiivka and were shot dead as they surrendered, have been killed.
Spokesman for the Tavria group of forces, Oleksandr Shtupun confirmed that the “group of Russian occupiers who committed this crime ceased to exist”. The Kyiv Independent said that although, Shtupun had spoken on Sunday about reports of the group of Russian soldiers being killed, he announced the confirmation of it on air today.

Death toll in Russian strike on eastern town rises to three

The death toll, after a Russian missile strike on Ukraine’s eastern town of Novohrodivka, has risen to three after a body of a child was retrieved from underneath rubble. Rescuers retrieved the body of the eight-year-old girl on Monday and authorities are still looking for the child’s parents, reports Reuters.
“As of the morning, the girl’s body was recovered from the rubble. The child’s parents, who are probably still under the rubble, were not found,” the head of local administration, Oleksandr Shevchenko said on Telegram.
On 29 November, Russia fired six missiles on three settlements in the eastern Donetsk region, injuring ten people, according to authorities. A missile damaged a residential building in Novohrodivka, and it was said to have killed two, until today’s update.

Ukraine accuses Russia of shooting surrendering soldiers

    EuroNews with AP

Kyiv announced it was launching an investigation into allegations that Russian forces killed surrendering Ukrainian soldiers.

It's the latest accusation of war crimes laid at Russia's feet.
On Sunday, Ukrainian officials announced they were investigating allegations that Russian forces had shot and killed unarmed and surrendering Ukrainian soldiers. If confirmed, this would be considered a serious international war crime under the Geneva Convention.

    A potential war crime

This comes after footage on social media appeared to show two uniformed men being shot at close range after emerging from a dugout.
The video shows the servicemen, one of them with his hands up, walking out at gunpoint and lying down on the ground before a group of Russian troops appears to open fire. It was not immediately possible to verify the video’s authenticity or the circumstances in which it was filmed, and it was unclear when the incident took place.
Just hours after the Ukraine military press office published an online statement saying the footage was genuine, the case was opened by the country's General Prosecutor's office.

“The video shows a group in Russian uniforms shooting, at point-blank range, two unarmed servicemen in the uniform of the Armed Forces of Ukraine who were surrendering,” the office said in a Telegram update later the same day.
As of Sunday evening, there were no public statements from the Russian government or military on the video.
Kyiv, its Western allies and international human rights organizations have repeatedly accused Moscow of breaching international humanitarian law since it launched its full-scale invasion of Ukraine in February 2022. The Kremlin denies these allegations.

    Bohdan Ben - Euromaidan Press

A brigade of military boats bound for Ukraine’s counteroffensive sits stranded at Poland’s border, which has blocked transport along with Hungary and Slovakia.

Only Romania’s border with Ukraine remains open currently, severely limiting military and humanitarian aid.

The Polish protesters claim they allow military cargoes to pass, but this is far from reality.
As was reported by Pawlo Krawchuk from NGO Europe Without Barriers, Polish protesters didn’t allow the truck with a boat for Ukraine to pass. They forced it to go to the end of the queue and wait there, which would take several weeks if the blockade lasted.
Polish protesters claimed it was allegedly an “expensive yacht,” while the photo shows the logo of SafeBoats company, which produces mainly service boats.

Krawchuk wrote to the company for a comment, and it confirmed it provided these boats for Ukraine’s military:
“SAFE Boats International provided … 27-foot Walk Around Cabin patrol boats for Ukraine as part of a US Government aid program. The vessels provided by SAFE Boats are intended for use as government patrol vessels and not intended for use as private yachts.”
That means that the Polish protesters are not only wreaking havoc on Ukraine’s economy and delaying vital supplies indirectly but are also directly blocking military shipments.
The story told by Ukrainian serviceman Robert Brovdi, callsign Madiar, was even more stunning.
The founder of Madiar’s Birds unit and volunteer organization, he organized fundraising for 500 military boats to support the Ukrainian offensive across the Dnipro river in Kherson oblast.
Money for 180 boats has already been collected, and the boats have been ordered. However, due to the Polish blockade, it took more than two weeks to deliver a batch of the boats from the Netherlands to Ukraine. Under normal conditions, this route would take up to three days.
Four more cars with boats are still waiting in line to cross the border, Madiar said. In the video, he showed documents confirming that boats stayed on the Polish border for two weeks. Protesters didn’t allow this cargo to pass ahead of the queue.

The entire western Ukrainian border is now blocked

Not only is Poland’s border to Ukraine de-facto closed for cargo, but Hungary does not allow any vehicles with military cargo for Ukraine to pass through its territory at all, let alone crossing the border to Ukraine. This is not a new Hungarian policy, but under current circumstances, it further deteriorates the situation with military cargo shipments for Ukraine.
Slovakian carriers also started their blockade of the Ukraine border on 1 December 2023. The Union of Truck Carriers of Slovakia (UNAS) is blocking trucks in the Slovak village of Vyshnie Nimetske, which is not far from the Ukrainian city of Uzhhorod. As of 4 December 2023, the queue of over 700 trucks from Slovakia to Ukraine has reached almost 30 kilometers.
This has already caused additional traffic and long queues of trucks to Ukraine on the Hungarian-Ukrainian border, albeit only cars with civilian goods can pass there.
The only remaining fully open border to Ukraine is Romanian. The car queues have already grown there, although Romania is an additional detour compared to the main transit directions from the EU to Ukraine. Before the Russian full-scale invasion, Romania was not Ukraine’s main transit partner, unlike Poland, Slovakia, or Hungary.

    Protesters’ demands

The protesters’ main demand is to abolish the “transport visa-free” system under which Ukrainian carriers enter the EU without special licenses since 2022. The protest was also joined by Polish farmers, who protested in the spring of 2023 against the transportation of Ukrainian grain and corn through Poland. This grain export ban was still not entirely lifted after reaching a compromise.

Polish truckers who protest say the “competition is unfair” because Ukrainians can offer a significantly lower price per kilometer than their Polish colleagues due to allegedly “lower taxes.”
The protesters demand the return of license permits for Ukrainian carriers. However, this demand is impossible to implement unless the EU Commission decides to do so and reverses its previous decision regarding the license-free transition of goods for Ukrainian companies.
This step would contradict Ukraine’s EU integration, including the expected beginning of the EU accession talks in 2024.

Ukrainians call demands of Polish blockade a “manipulation”

Levko Prokipchuk, an expert on the application of customs legislation at the Association of Professional Customs Brokers of Ukraine, said that most Polish arguments do not correspond to reality.
The argument about allegedly unfair competition is totally absurd.
Polish strikers claim that their companies are going bankrupt because Ukrainians bear lower expenses and taxes. It remains unclear why the Polish owners did not create firms here in Ukraine and did not reduce their expenses,Prokipchuk said.
He noted further that contrary to claims about the alleged bankruptcy of Polish companies, their market of trucker transportation grew after the Russian invasion due to increased trade and supplies to Ukraine. In particular, during the 22 months of the war, 3,381 Polish carriers were created and started operating, 25% more than in the same period until 24 February 2022.
According to the estimates of the Federation of Employers of Ukraine, the economy of Ukraine has already lost at least €400 million. Polish entrepreneurs also suffer from the blockade since Polish exports can’t be moved to Ukraine properly.
What is true is that for Polish carriers, the rapid movement of empty trucks across the border beyond the Ukrainian queue is critically important. The cost of their freight covers the road in both directions, while Ukrainians are mainly looking for orders in both directions simultaneously because this is one of the simplest and most effective ways to reduce their costs and obtain additional profit.

Ukrainian government makes one step towards a compromise

The Ukrainian government decided to meet this reasonable demand of Polish protests and allow rapid movement of empty trucks beyond the general queue. In particular, according to the results of the agreements of the Ministry of Development of Communities, Territories, and Infrastructure of Ukraine with the Ministry of Infrastructure of Poland, the checkpoint “Uhryniv-Dołhobyczow” was opened for empty trucks from Ukraine to Poland starting from 4 December 2023.
This means that Polish truckers can return from Ukraine to Poland through this checkpoint without registering in the Ukrainian general online queue, which would save them time.
The opening of Uhryniv is the first point on the list of measures we are implementing to unblock the border, reduce queues and increase the capacity of the Ukrainian-Polish border. We are working to lift the blockade as soon as possible, taking into account the interests of our market and the state,” The Minister of Development of Communities, Territories and Infrastructure of Ukraine Oleksandr Kubrakov emphasized.
Meanwhile, the blockade continued as of 4 December 2023.
During the EU Transport, Telecommunications, and Energy Council on 4 December 2023, the Polish, Slovak, and Hungarian delegations informed the Council about the impact on the transport sector of the EU-Ukraine agreement on the carriage of freight by road, according to the press release.

Russian trace in the Polish blockade

The organizers of the Polish trucker blockade at the Ukrainian border have close business and political ties to Russia. Their companies used to trade with Russia actively before the full-scale invasion. Some are also members and leaders of the Confederation party — the only pro-Russian Polish political party that opposes military aid to Ukraine.
The official protest organizer at the Ukrainian-Polish border crossings is Rafał Mekler, the owner of the transportation company Rafał Mekler Transport. He is also the head of the Confederation in Lublin. The party is known as the most pro-Russian in Poland. In particular, the leader of the party, Janusz Korwin-Mikke, has called for the recognition of the Russian occupation of Crimea.

Another key political supporter of the Polish blockage is Grzegorz Braun, the leader of The Crown party (Confederation of the Polish Crown), the monarchist party in Poland, which is also anti-Ukrainian. On 16 November, at the Polish checkpoint Korczowa, Braun met with the strike organizers and the co-founder of the aforementioned Confederation party. At the beginning of the all-out Russian invasion, Braun was the only member of the Polish Parliament who voted against the resolution condemning Russian war crimes. Brown is known as the author of the slogan “Let’s stop the Ukrainization of Poland.”
Belarusian citizen and owner of the PEO-Trans company, Viktor Gordeyuk, is also behind the strike. He is studying at one of the higher military educational institutions in Belarus while his brother is serving in the 38th separate airborne assault brigade of the Belarusian army. The PEO-Trans company was participating in other pro-Russian actions organized by Rafał Mekler Transport, demanding the lifting of anti-Russian sanctions.
UNAS, the organizer of the border blockade in Slovakia, was also supported by the anti-EU radical party Our Slovakia. The party advocated for “restoring friendly ties” with Russia while its leader, Marian Kotleba, wrote a letter to former Ukrainian President Viktor Yanukovych in 2014 comparing the Euromaidan Revolution to terrorism.
