    Ukrainian Orthodox Christians are preparing to celebrate Christmas on 25 December for the first time this year.
    Ukraine has traditionally used the Julian calendar, also used by Russia, where Christmas falls on 7 January.
    In a further shift from Russia, it is now marking Christmas according to the Western - or Gregorian - calendar, which it uses in everyday life.

    Ukrainian President Volodymyr Zelensky changed the law in July, saying it allowed Ukrainians to "abandon the Russian heritage" of celebrating Christmas in January.
    In a Christmas message issued on Sunday evening, Mr Zelensky said all Ukrainians were now together.
    "We all celebrate Christmas together. On the same date, as one big family, as one nation, as one united country."

    In the capital Kyiv, married couple Lesia Shestakova, a Catholic, and Oleksandr Shestakov, who is Orthodox, are celebrating Christmas together.

    "There is finally a day in Ukraine which my husband and I can spend together in the cathedral and thank God that we are together, alive and in good health," Lesia told Reuters news agency.
    Ukraine's Orthodox Church, a newly created independent church that held its first service in 2019, has also changed its Christmas date to 25 December.
    It formally broke away from the Russian Orthodox church over Moscow's annexation of Crimea in 2014 and its support for separatists in eastern Ukraine.
    People prayed and lit candles across the country on Sunday.

    In the western city of Lviv, which has been little damaged by the war, children in traditional costumes sang carols and took part in festive processions on the streets.

    Russian forces also shelled a power station closer to the front lines in eastern Ukraine, injuring five workers and knocking out electricity to the town of Kurakhovo.
    Russian forces a year ago abandoned positions on the western bank of the Dnipro River in Kherson region but constantly shell areas there from new positions on the eastern bank. Ukrainian troops have established beachheads on the eastern bank.
    Kherson governor Oleksandr Prokudin said a drone attack killed a man in the town of Stanislav, southeast of the city of Kherson, which for the past year, has been under Ukrainian control but subject to constant Russian shelling.
    The city came under several Russian attacks throughout the day, including one sustained assault on residential areas in the early evening, and Prokudin said seven residents were hurt.
    In the east, Russian shelling of a thermal power station in the town of Kurakhove injured five workers and triggered a power cut, the head of the local administration, Roman Padun, told the Suspilne public broadcaster.


    Ukrainian air defences destroyed all but one of the 15 drones launched by Russia overnight, mostly in the south of the country.

    The Ukrainian Air Force said on Telegram: “As a result of air combat, Ukraine’s Air Force and defence forces destroyed 14 shaheds in Mykolaiv, Kirovohrad, Zaporizhzhia, Dnipro and Khmelnytskyi regions.”
    The drones were launched from the eastern coast of the Sea of Azov in Russia, it added.
    Reuters could not independently verify the report. There was no immediate comment from Russia. No damage or casualties have been reported by military and civilian authorities.


    Russian attacks in Kherson kill four civilians and injure nine others

    Waves of Russian shelling and drone attacks on the southern Ukrainian region of Kherson have now claimed the lives of four people.
    Kherson governor Oleksandr Prokudin reported on Saturday that a drone attack had killed a man in the town of Stanislav, southeast of the city of Kherson. He has since confirmed three further fatalities.
    On Sunday morning Prokudin wrote on Telegram that a couple in their 80s had been killed after a Russian artillery shell hit a residential building, while the body of a dead man was discovered in central Kherson after rubble was cleared. His identity is still being established, he added.
    According to the Kyiv Independent, the region has been attacked 88 times over the past day.

    Trucks entering Ukraine 'as usual' after Polish protesters end blockade

    Lorries have started crossing the border into Ukraine once again after protesting Polish truckers unblocked the key border crossing of Shehyni-Medyka.
    The truckers had been blocking several crossings with Ukraine since 6 November demanding the EU reinstate a system whereby Ukrainian companies need permits to operate in the bloc, and the same for European truckers seeking to enter Ukraine.
    They were later joined by farmers who demanded government subsidies for corn and no hikes in taxes.
    On Saturday Kyiv’s economy minister Yulia Svyrydenko announced an end to the Shehyni-Medyka crossing blockade, with the Ukrainian border service confirming this morning that the movement of lorries has been fully restored.
    The service wrote on Telegram: “Truck traffic has been restored: Polish farmers have ended the blockade in front of the Medyka – Shehyni crossing.”
    The service quoted the Polish border guard as saying that the protest action in front of the crossing ended at 9:30 a.m. Kyiv time on Sunday.
    “Registration and crossing of trucks entering Ukraine is carried out as usual,” it added.
    While this blockade has been lifted, truckers said they will continue blockades at three other crossings over Christmas and will allow even fewer trucks to pass than earlier.


    The Russian military death toll in Ukraine has reached over 350,000, according to estimates

    As of 24 December, Russia has lost 353,190 troops in Ukraine since the latest invasion of Ukraine began – including 800 over the past day.

    Russian naval infantry brigade deliberately using chemical weapons against Ukrainian forces, according to report.

    According to Ukrinform, a report by the Institute for the Study of War (ISW) has confirmed that Russia’s Black Sea fleet’s 810th naval infantry brigade is using chemical weapons against Ukrainian forces.
    This move represents an apparent violation of the Chemical Weapons Convention, to which Russia is a party.
    The ISW’s report states that, in a post to its Telegram channel on 22 December, the 810th naval infantry brigade detailed a “radical change in tactics” being used against Ukrainian forces in Krynky, on the eastern bank of Kherson oblast.
    The brigade claimed that some of those rotated into the Krynky area are applying the new tactic of “dropping K-51 grenades from drones” on to Ukrainian positions to smoke the forces out of their positions.
    K-51 aerosol grenades are filled with irritant CS gas, a type of teargas used for riot control (also known as a riot control agent or RCA). The Chemical Weapons Convention, to which Russia has been a party since 1997, prohibits the use of RCAs as a method of warfare.

    Humanitarian NGO rescues three children from Russian-occupied territories, taking total returned to almost 230.

    An eight-year-old boy is among three children to have been rescued from occupied territories by the Ukrainian humanitarian NGO Save Ukraine, reports the Kyiv Independent.
    In a social media post earlier today, the organisation’s head Mykola Kuleba wrote: “Three more children from the temporarily occupied territories were returned to the Save Ukraine team. Thus, we completed 14 rescue missions saving 14 children, seven of whom were children deprived of parental care…
    “For today, the Save Ukraine team has returned to Ukraine already 226 children who have been under the influence of Russian authorities since February 24, 2022.”
    One of those rescued was eight-year-old Yelysei, who lived with his grandmother in an occupied part of Kherson Oblast. Kuleba said that he was immediately placed in an orphanage when his grandmother died.
    Save Ukraine helped Yelysei’s mother, who was sick at that time and lived in Odesa, get proper medical assistance and rescue her child.
    The NGO also managed to return two 18-year-old brothers, Andrii and Mykhailo. Kuleba said the brothers, who are orphans raised in a foster family in the occupied territory, were “both wanted as disappeared”.

    More than two dozen Russian drones struck Ukraine's capital, damaging residential buildings and injuring two people, according to Ukrainian officials. The attack, which was part of a wider drone swarm that targeted central, southern, and western Ukraine, was the sixth of its kind in Kyiv this month.
    Kyiv Mayor Vitali Klitschko in a Telegram post said that the attack resulted in partial destruction of two buildings – a high-rise structure in the Solomensky district and an unfinished private house in the Darnytskyi district.
    “In the Solomensky district, as a result of a hit in a residential building, the load-bearing walls between the 24th, 25th and 26th floors were partially destroyed,” Klitschko wrote on his Telegram channel on Friday. “The fire in one of the apartments was quickly extinguished. One injured resident of the high-rise building was hospitalized by doctors, and another was treated on the spot.”
    Debris from the unmanned aerial vehicles (UAVs) fell in Darnytskyi district, where an unfinished house caught fire but the flames were promptly extinguished. There were no casualties reported.
    The Ukrainian air force stated that its air defenses successfully intercepted and shot down 24 out of the 28 attack drones. This incident adds to the series of assaults that have been occurring since the onset of the conflict in February 2022 when Russian forces, under President Vladimir Putin's orders, launched a “special military operation” in Ukraine. President Putin claimed that he was protecting the people of two self-proclaimed separatist-controlled regions of Ukraine allegedly under attack from the Ukrainian military.
    The conflict initially saw rapid advances by Russian ground troops, gaining control of significant portions of Ukraine and reaching the outskirts of Kyiv. However, the strong resistance of Ukraine’s military and civilians across the country foiled the blitzkrieg attempts of the Russian army.
    As part of Ukraine's counter-offensive, which began in June, Ukrainian forces have established fortified bridgeheads on the Russian-occupied left bank of the Dnipro River. Recent reports from the Institute for the Study of War (ISW) suggest confirmed advances by Russian forces in the east, particularly near Kupiansk, Bakhmut, Avdiivka, and Robotyne.
    Avdiivka, a strategically important town on the front line in eastern Ukraine, has been a focal point of the conflict. Its capture by Russian forces could potentially impede Ukrainian efforts to reclaim occupied territories.
    Ukrainian forces, in turn, have responded with effective deployment of Western-supplied arms, including the Nlaw anti-tank system, to counter the Russian advance.
    The situation remains tense as both sides continue to engage in military maneuvers, leaving civilians caught in the crossfire and cities like Kyiv facing persistent threats from drone attacks. International efforts to de-escalate the conflict have yet to yield a lasting resolution.

    OPERATIONAL SITUATION

    HUMANITARIAN SITUATION, POLITICAL AND ECONOMIC DEVELOPMENTS


    As a result of shelling from the side of the Russian Federation, on the night of December 20, warehouses of two humanitarian organizations – the Ukrainian Red Cross Society and the local public organization “Shchedryk” – were destroyed in Kherson. Due to the shelling, the premises of the international NGO HEKS/EPER, residential buildings, and a medical facility were also affected.

    According to the President of Ukraine, Volodymyr Zelenskyy, during a meeting of the Supreme Commander-in-Chief, the General Staff of the Armed Forces of Ukraine proposed mobilizing an additional 450-500 thousand people for the defense of the state and potential counter-offensive actions.

    The Ministry of Defense of Ukraine is considering the possibility of notifying men about the need to report to the Territorial Recruitment and Social Support Center (TRSSC) through electronic notifications. This procedure also concerns Ukrainian citizens abroad. The Ministry of Defense of Ukraine is step by step working on technical solutions and mechanisms regarding this possibility.

    The Security Service of Ukraine (SSU), with the support of the Ministry of Defense of Ukraine, eliminated a corrupt scheme for purchasing ammunition for the Armed Forces of Ukraine worth almost UAH 1.5 billion. According to the SSU, after the extension of the “old” contract, nearly UAH 1.5 billion were transferred to the accounts of an affiliated foreign intermediary company. This amount exceeded the cost of the products by 30% compared to a direct contract with the manufacturer. The head of the Main Department of the Ministry of Defense of Ukraine, who was caught embezzling the respective funds, was detained without the right to post bail.

    Ukraine has reached an agreement with the countries of G7 and the Paris Club on extending the repayment deferral for the official debt until the end of March 2027. Representatives of the governments of Canada, France, Germany, Japan, the United Kingdom, and the United States signed on behalf of the creditors. The suspension of debt payments is part of a $122 billion international support package provided to Ukraine by its partners. Meanwhile, the total debt amount is approximately $3.1 billion.

    FOREIGN POLICY AND INTERNATIONAL SUPPORT


    On December 18, the European Union completed the process of adopting the 12th package of sanctions against Russia. The package includes a series of sectoral restrictions, including a gradual ban on the import of Russian diamonds, a ban on providing software for industrial production, an expanded ban on the import of liquefied natural gas, iron, and black metals from Russia. A partial transit ban on goods through Russia that could increase industrial capacities is introduced, and the mechanism for limiting prices on Russian oil is strengthened.

    U.S. President Joe Biden signed an executive order on economic measures against foreign financial institutions involved in supplying sanctioned military goods to Russia.

    The government of the Netherlands has decided to start preparations for the transfer of the first 18 F-16 fighter jets to Ukraine. Additionally, the Netherlands allocates the first aid package of 102 million euros for the first 4 months of 2024 to Ukraine, which will be directed towards humanitarian assistance and demining. Finland announced the provision of the 21st military aid package to Ukraine, worth approximately 106 million euros. Germany has delivered a new aid package to Ukraine, including self-propelled anti-aircraft units Gepard, ammunition for Leopard 2A6, UAV Vector, HX8 trucks, and other equipment. Denmark and Sweden have announced a new military aid package for Ukraine, including the supply of additional infantry fighting vehicles CV90. Lithuania has delivered a new military aid package to Ukraine, consisting of field equipment and tens of thousands of dry rations. Iceland has joined coalitions providing support to Ukraine, specifically the IT coalition and the demining coalition.

    On December 19, the UN General Assembly adopted an updated resolution on the human rights situation in temporarily occupied territories of Ukraine, including the Autonomous Republic of Crimea and the city of Sevastopol, with 78 votes in favor. The updated resolution condemns Russia’s human rights violations in the temporarily occupied territories of Ukraine. It specifically demands that Russia cease forced deportations and ensure the safe return of all Ukrainian children and civilian hostages.

    This week, Ukrainian President Volodymyr Zelenskyy held a meeting with the Minister of Foreign Affairs of the Republic of Poland, Radoslaw Sikorski, who was visiting Kyiv.
